CALIFORNIA LEGISLATIVE UPDATE

  • AB379 CRIMES: PROSTITUTION. Public pressure worked – nationwide, citizens couldn’t believe that the California Democrat Legislators thought buying 16 and 17 years olds for sex shouldn’t be a felony. The Assembly passed the bill, making it a felony, on to the senate for a vote next.

  • SB960 Allowed illegal aliens to become police officers in California (Newsom signed into law in 2022. One of those hires, a Brazilian citizen with a history of domestic violence was arrested for rape of someone unable to give consent due to a mental disorder. That new law didn’t work out well.

​

  • SB560 PUBLIC SOCIAL SERVICES. A bill that would decriminalize welfare fraud below the amount of $25,000. This law would also prohibit prosecutions for attempted welfare fraud and would prohibit someone from being charged with perjury if they are subject to prosecution for welfare fraud. Make it make sense.

  • SB437. CALIFORNIA STATE UNIVERSITY: CLAIM ELEGIBILITY: GENEAOLOGY AND DESCENDANCY. Provides $6 Million in research grants to research and determine descendants of slaves as to move forward the goals of the Task Force to Study and Develop Reparation Proposals for African Americans.

  • SB750: CALIFORNIA RESIDENTIAL MORTGAGE INSURANCE ACT. Commencing Jan 1, 2027, if approved as a Senate Constitutional Amendment by voters, would enact the California Residential Mortgage Insurance Act (Cal REMIA) to establish, without cost, an insurance program for affordable multifamily housing construction loans in order to stimulate the flow of private capital into affordable multifamily house construction and in order to rationally meet the need for new, expanded and modernized affordable multifamily housing necessary to house all the people of this state.  The Fund would continuously appropriate moneys for the purpose of ensuring construction loans and permanent loans and providing credit enhancements under the program. What could possibly go wrong? If you are a democrat, suitable time to get into the multi-family housing construction business. There is a lot of room for pilfering here!

  • SB789 TAXATION: INFORMATION RETURNS: VACANT COMMERCIAL REAL PROPERTY. CA DEMOCRATS latest scheme was to tax commercial property owners for having vacant space. These owners already pay property taxes, a major burden when no one is paying rent. The plan was to take these funds to expand the “California Dream for All” scheme to provide down payments for first-time homebuyers (first generation home buyers only). The national outrage by commercial property holders squashed everything but the reporting requirement (so far).

  • NEW TAX PROPOSALS FROM NEWSOM AND DEMOCRAT SUPER-MAJORITY:  From Mike Netter on X:  CA Democrats are taking up 5 additional tax hikes in the state legislature. PROPERTY TAX (9 bills): Democrats have introduced nine separate bills that would increase your property tax in some way – with the worst being a costly property transfer tax that would give state and local government 5% of the value of every home sold – on top of the capital gains tax. Newsom has included a job-killing hike in the payroll tax – costing struggling small businesses $1 billion more per year in payroll costs. SOCIAL MEDIA TAX (AB 796): This week Democrats will vote on a bill to impose a tax on the social media platforms you currently get to use for free. Expect that tax to be passed on to users of these platforms. · MILEAGE TAX (AB 1421): Newsom proposes to track every driver’s mileage and charge them 6-9 cents per mile they drive. (As I read the bill, it seems to be a grant for further study and pilot programs. California picked up $14 Billion for fuel taxes and vehicle fees in 2023-2024, but with more drivers going electric, they are looking to make up the money (on a sliding scale based on income). 

 

U.S. LEGISLATIVE UPDATE

  • THE HOUSE AND SENATE DISAPPOINT CONSERVATIVES. With few workdays and nothing to show in codifying Trump’s Executive Orders or squashing judicial over-reach, it seems all is hinged on the “Big Beautiful Bill.”  Whatever comes out of the house, will surely change in the Senate (with the hope that somewhere they will actually cut spending). The focus has been on ensuring the tax cuts don’t expire, but will they make them permanent? Will they squander the opportunity to get rid of all the waste fraud and abuse to save taxpayer money? We will soon find out.

​

  • HR2601 DELETE DOGE ACT. Our local house member, trust fund baby, Sara Jacobs has introduced the Delete Doge Act which would “defund Doge and stop Elon Musk from stealing from the American people to fund tax breaks for billionaires like himself,” says Sara whose grandfather is worth billions. Elon Musk does not earn a salary for overseeing Doge. However, the Jacobs family has been involved with NGOs that have received funding from the federal government.

 

NEWSOM UPDATE

  • NEWSOM TOUTS “WIDESPREAD SUPPORT FOR PROPOSAL TO FAST-TRACK WATER INFRASTRUCTURE.”  This widespread support comes from state government funded agencies (duh!). Of course, the main supporter is the Delta Conservancy (state agency) responsible for the implementation of ecosystem restoration. Mission state-of-the art, sustainable, resilient, environmentally responsive and cost-effective Delta Conveyance Project. (Where are the reservoirs we paid for and approved??)

  • NEWSOM LAUNCHES A NEW SITE TO CALL OUT THE MISINFORMATION MACHINE THAT “consistently spews lies about CA.”  Newsom says he is combatting conservative criticism. (So don’t believe your lying eyes when you see high gas prices; homelessness everywhere, crime, failing schools, and an electrical grid that is bound for failure.)

  • NEW JUDGE APPOINTMENTS. This month Newsom nominated 3 Court of Appeal Justices and appointed 12 Superior Court Judges. All Democrats, except for 2 “No Party Preference”. With all the lawfare and judicial coups going on, we need to be much more aware of Judicial Appointments as they have had a profound effect in thwarting the will of the people and undermining the executive branch.

CALIFORNIA UPDATE

​

  • REVISED BUDGET DUE JUNE 15. California doesn’t have a revenue problem; it has a spending and priorities problem! But it’s never enough tax money from you – so many grants and grifters. Since Newsom took office in 2019, we’ve gone from $208 Billion to the $322 Billion now proposed. California is not better since 2019 and by all measurable standards, is worse.

​

  • TRUMP SIGNS EXECUTIVE ORDER BARRING ILLEGAL ALIENS FROM RECEIVING SOCIAL SECURITY BENEFITS. So shortly thereafter, DHS Secretary Kristi Noem orders a probe into the state of California for providing federal benefits to illegals, along with cash benefits. I don’t think they will have to dig far, as so much has been bragged about (and legislated through)!

  • FUNDING OF HEALTHCARE FOR ILLEGAL ALIENS. All options are on the table for continuous funding, including raising taxes. While Newsom outlined a plan for no new sign-ups for working age adults beginning in 2026, the democrats are pushing back. The federal government is on track to limit any financial help with Medicaid to only US citizens. Last fiscal year 1,600,000 illegal aliens were provided free healthcare at a cost of $11 Billion. The numbers of illegals and costs are looking to rise exponentially in the coming year.

  • CALIFORNIA MEDICAID SHELL GAME STEALS FROM TAXPAYERS. California uses a loophole to inflate provider payments, draw down more federal funds, this diverts the money, including $4 Billion to pay for illegal aliens on Medicaid. Republican legislators are trying to squash this in the upcoming omnibus bill (and hopefully will succeed). California raises taxes on Managed Care Companies, claim higher costs/needs from the feds, bring it back to California to offset cost of illegal aliens’ healthcare, thereby raising revenue into the Managed Care Companies.   • THE HOMELESS CALIFORNIA SLUSH FUND: Los Angeles Mega Homeless Agency CEO allegedly signed a $2.1M in contracts with her husband’s nonprofit. Insiders get millions, nonprofits get fat and the homeless get crumbs.

  • TWO REFINERIES LEAVING CALIFORNIA DUE TO SUSTAINABILITY ISSUES. The over-regulation and demonizing of oil companies (including a law that stifles profitability) leaves refineries no options but to bail out. SAN DIEGO COUNTY

  • SAN DIEGO COUNTY GOVERNMENT HAS ADDED 2,500 NEW JOBS in the last few years. Bureaucracies like the Office of Sustainability; Environmental Justice and the Office of Equity and Racial Justice. Is this what San Diegans want? Per Jim Desmond, San Diego spent $5 million defending illegal immigrants in federal court – all while facing budget shortfalls.

​

  • PRIDE PROMENADE BREAKS GROUND. Todd Gloria and civic leaders celebrate, and Todd says, “The project will create a vibrant, pedestrian-friendly destination that reflects the heart and soul of SD’s LGBTQ community. Estimated cost to be $30 Million. Pride Plaza (intersection of Normal and University in Hillcrest) will expand to include a children’s play area, new historic lampposts along with its current Pride flag, monument and rainbow-colored crosswalk. Critics point to the cuts in city government services and funding, while moving forward on Gloria’s vanity project.

 

POLITICAL BITS & PIECES

  • 24 U.S. STATES COMMIT TO PARIS AGREEMENT GOALS AFTER TRUMP EXITS ACCORD and form the US Climate Alliance. The Governors states that they “have broad authority under the U.S. Constitution to protect our progress and advance the climate solutions we need.”  Newsom was just named co-chair and states this is a bi-partisan alliance with 23 other states, yet every state listed has a democrat governor.

​

  • TRANS TROOPS BEING REMOVED FROM MILITARY. The media provided grave warnings to us that eliminating 15,000 plus trans service members would be devasting to our military readiness and a gift to our enemies. Well, it turns out there are 100’s that are being removed. What a relief that we didn’t have 15,000!!
