LEGISLATIVE UPDATE

The deadline for submitting new bills in the California 2025-2026 Legislative Session was February 21. Systems like Legiscan are still updating, but the estimate is 2,350 bills (could be as high as 2,500). There are significant fiscal challenges this legislative year as they attempt to address a $2 Billion deficit. With that in mind, there are several bills that shift costs to businesses, Proposed Bond Measures and the Federal Government (i.e., $40 Billion to assist in LA rebuilding post fires.

  • SB 388 California Latino Commission. This bill would create the California Latino Commission to address the inequities faced by the Latino community in housing, education, labor, and health care. The commission would consist of 9 members who have demonstrated expertise in specified areas, including housing policy and advocacy and economic development.

  • AB 727 Pupil and student safety: statewide resources: identification cards. Requires public AND PRIVATE SCHOOLS that serve pupils grades 7 to 12 that issues student ID cards to include 988 Suicide and Crisis Lifeline number. Additionally, schools are required to print the contact information of an LGBTQ advocacy organization, the Trevor Project.

  • AB 736. The Affordable Housing Bond Act of 2026. This bill would provide submission of the Bond Act of 2026 to be placed on the ballot for the voters at the June 2 Primary. This Bond is for $10 Billion and proceeds from the sale of these bonds would be used to finance programs to fund affordable rental housing and home ownership programs, including, among others, the Multifamily Housing Program, the CalHome Program, and the Joe Serna, Jr. Farmworker Housing Grant Program. CalHome provides home ownership for very low, low-income households and downpayment assistance for first time home buyers.

  • AB 1243. Polluters Pay Climate Superfund Act of 2025. This bill would enact the Polluters Pay Climate Superfund Act of 2025 and would establish the Polluters Pay Climate Superfund Program to be administered by the California Environmental Protection Agency to require fossil fuel polluters to pay their fair share of the damage caused by greenhouse gases released into the atmosphere during the covered period, which the bill would define as the time period between the 1990 and 2024 calendar years, inclusive, resulting from the extraction, production, refining, sale, or combustion of fossil fuels or petroleum products, to relieve a portion of the burden to address cost borne by current and future California taxpayers.

  • SB 755. California Procurement Climate Information Act. This bill, the California Procurement Climate Information Act, would require the California Air Resources Board, beginning January 1, 2027, to require a large contractor and significant contractor, as defined, to report their greenhouse gas emissions and climate-related financial risk, as specified. The bill would require the report to include, for large contractors, an annual disclosure of scope 1 emissions, scope 2 emissions, scope 3 emissions, and climate-related financial risk, as specified, and for significant contractors, an annual disclosure of scope 1 emissions and scope 2 emissions, as specified. Who will want to provide product or services to California with these regulations hanging over their heads?

  • AB 1084. Change of name and gender and sex identifier. Reduces burdens and notifications for adults AND MINORS to legally change their name, gender and sex identifier.

  • SB 222, as introduced, Wiener. Climate disasters: civil actions. This provides for individual California citizens to file suit against “polluters” for damages caused by climate change. These “polluters” are primarily oil companies. Recent fires, flooding (storms that are now called atmospheric river and bomb cyclones) or any other weather occurrence that we now attribute to “climate change.” “This bill would authorize a person to bring a civil action, if specified criteria are met, including damages of $10,000 or more, against a party responsible for a climate disaster or extreme weather or other events attributable to climate change due to the responsible party’s misleading and deceptive practices or the provision of misinformation or disinformation about the connection between its fossil fuel products and climate change and extreme weather or other events attributable to climate change.

  • AB1333. Crimes: homicide. As it is currently written, this bill “would eliminate certain circumstances under which homicide is justifiable, including, among others, in defense of a habitation or property. The bill would require homeowners to have “exhausted every reasonable means to escape such danger other than the use of force, before acting in self-defense using deadly force. The author, Zbur, says he will modify as the bill was intended to prevent vigilantes like Kyle Rittenhouse. Apparently Zbur didn’t follow the trial which found that Rittenhouse would have been killed had he not defended himself. 

 

CALIFORNIA UPDATE

  • NEWSOM MAKES NEW GOVERNMENT APPOINTMENTS: In keeping with Newsom’s push against the Trump Administration’s Policies and Agenda, he is putting some globalist, environmental and negotiators in place. It is unclear as to whether these are newly created positions as they do not state they are replacing anyone:

    • Chair of the Board of Environmental Safety (Formerly Senior Climate Negotiator and US Deputy Head of Delegation to the Paris Agreement.

    • Chief of Contract Administration at the California High Speed Rail Authority.

  • CALIFORNIA AWARDS NEARLY $300 MILLION TO MAKE ROADWAYS SAFER. These are FEDERAL FUNDS that came through the “Highway Safety Improvement Program (HSIP).”  Wouldn’t it be great if these funds were stipulated for fixing potholes and roads, but Newsom has other plans with more bike lanes, better crosswalks, safety and accessibility for pedestrians, bikers and those taking transit.

​

  • NEWSOME ANNOUNCES STATEWIDE PLAN FOR ECONOMIC GROWTH, $245 MILLION FOR MORE JOBS – And investment for LA’s Recovery. This looks to be another series of grants that will be issued to various municipalities and groups. As in the past, we can assume there will be no accountability for dollars spent and results.   • CALIFORNIA TURNED THE WATER OFF AGAIN. Remember that spigot that Trump opened that provided water to Northern California?  California just quietly put back in place some emergency water regulations. The state water board readopted their emergency regulations, which will restrict water usage on farms throughout Northern California.

  • NEWSOM ROLLED OUT A NEW PODCAST “THIS IS GAVIN NEWSOM” AND FIRST GUEST – CHARLIE KIRK. In an attempt to become more relatable, fun, open-minded, Newsom now has his own podcast. The Charlie Kirk interview made the news, because it appeared that Newsom agreed that it was unfair for men to compete against women, in women’s sports. However, not discussed, was “First Partner,” Jennifer Siebel Newsom collected $1.4 million in fees from public schools across the country for screening her gender justice films.   • RECALL GAVIN NEWSOM. SavingCalifornia.vote has launched the effort. We need to collect 1.3 million signatures in a brief period of time. This was first announced at the end of January and am still waiting to get information on accessing petitions.

  • CALIFORNIA LOTTERY. In 2023-2024, the revenue from the California Lottery System provided approximately $2 Billion to Public Education. According to Grok, this is between 1 and 2% of the total public education funding in California. The states spend about $23,500/pupil, which is above the national average, U.S. News & World Report (2024 Rankings) places California 37th in Pre-K-12 Education. Something is terribly wrong.

  • CALIFORNIA SIGNS ON COUNTY BUILDINGS. “Protect our Community, Report ICE Activity!

  • CALIFORNIA JURY DUTY. Out of registered voters, 449,000 couldn’t perform jury duty because they weren’t citizens.

 

SAN DIEGO COUNTY UPDATE

  • TRANSFAMILY SUPPORT SERVICES. Per Amy Reichert (@amyforsandiego), this organization has received grants from the County of San Diego. Kathie Moehlig is the founder and Executive Director. This organization “trained” 1,100 San Dieguito Union High School staff. TFSS has been known to farm kids from the classroom to the operating room for gender reassignment.

​

  • ENCINITAS UNIFIED SCHOOL DISTRICT. As has been custom, 5th Graders “adopt” kindergarten reading buddies. Two teachers chose the book, “My Shadow is Pink” as the book to read, which is a blatant exercise in ideological conditioning. The book is meant to encourage Kindergarteners to”come out” all without parental consent.

POLITICAL BITS & PIECES

  • DATAREPUBLICAN.COM. A site where you can search to expose government fraud and wasteful spending. Includes a Charity Graph (track where the money flows); Officer Search (connect non-profits to USAID NGOs; Federal Grant Search (Map funds to connected organizations); Charity Funding (Discover % of Taxpayer Funds Used.

  • 2026 CALIFORNIA GOVERNOR’S RACE:

    • Primary Voting begins May 4 and ends June 2.

    • Ballots received through June 9 may count

    • Candidate Filing period opens on February 9 and Closes March 6

    • Top two vote-getters advance to November, regardless of political party.

    • Routine is for front-running Dem Candidates to buy TV ads to boost another candidate perceived as the weakest in Republican field.

    • If Harris runs, her campaign buys ads to elevate the weakest GOP candidate.

    • Then….she wins….and U-Haul business will be great

  • CALIFORNIA MUST RETURN TO PAPER BALLOTS AND SAME DAY VOTING. To have free and fair elections, we need to end rank-choice voting; return to paper ballots with same day voting (and same day results); require voter ID (that is backed with citizenship verification); voting needs to be done in neighborhood precinct (like we had, with success for decades).

​

  • PG&E RELEASES FINAL PLAN FOR REMOVAL OF SCOTT AND CAPE HORN DAMS. With over 650,000 people in the Northern California region depending on this water supply for their homes, farms and fire protection. The fire hazard is particularly large in the area and there is no fire mitigation plan. Public comments closed March 3.

  • POINT REYES NATIONAL SEASHORE IN CALIFORNIA. Gavin Newsom and is allies just forced 12 historic family farms and dairies out of Pt Reyes National Seashore. They claim it is about saving the environment. For over 100 years these farmers have worked the land. Ranchers were pressured into selling their land in 1962, under one condition, they could keep ranching. Environmental groups sued, which led ranchers to lose everything.
