Legislative Report

October 2024

LEGISLATIVE UPDATES

  • NEWSOM SIGNED THE FOLLOWING INTO LAW (AMONG OTHERS):

    • A series of “reparations” bills at the end of September, including a formal apology for slavery (even though the state entered the Union as a free state in 1850). None of the signed bills include actual cash payments or a reparations fund.

    • A bill to ban one-pound, single use propane cylinders, meaning that only more expensive, reusable cylinders will be available in California.  Between 4 million and 7 million single-use cylinders are sold in California each year.

    • Legislation slapping new demands on the oil industry and closing an oil field that has been productive in southern Los Angeles for a century.

    • 24 Gun Controls in California:  Already Number one for gun control among states in the union (per Bloomberg-affiliated Everytown for Gun Safety), but still Newsom tacked on 24 new laws. Despite all the laws and gun controls, FBI figures show California led the nation in “active shooter incidents” in 2021 and 2023. Over 17 percent of the annual firearm murders in the United States occur in gun-controlled California (per most recent figures from the CDC)

  • AB1780: BANS LEGACY ADMISSIONS. Private, nonprofit colleges are prohibited from making admission decision based on student ties to a donor or an alum. This should have a big effect on university donations.

  • AB1825: PUBLIC LIBRARIES BOOKS. Requires public libraries to establish a clear policy for choosing books and prohibits banning material dealing with race or sexuality. Minors cannot be prevented from checking out any books on sexuality.

  • SB1174: BANS VOTER ID FOR VOTING IN CALIFORNIA ELECTIONS.

  • SB549: ALLOWS INDIAN TRIBES TO SUE CARD ROOMS. Tribes say California voters gave them the exclusive rights to host the disputed table games. Look to see privately-owned gambling halls to be sued out of existence.

  • SB969: ALLOW MORE OUTDOOR ALCOHOL AND CANNABIS SALES. Shocker! This is a Scott Weiner bill. He said this bill would help boost local businesses and “make our cities more fun!”

  • AB1775: LEGALIZE CANNABIS CAFES IN CALIFORNIA. Matt Haney, San Francisco Democrat says the bill is NECESSARY to support small cannabis businesses, comparing California’s cannabis culture to Amsterdam.

  • SB1043:  EXPANDS REPORTING REQUIREMENT OVER FACILITIES USE OF RESTRAINTS AND SECLUSION ROOMS FOR YOUTH. We needed a law because this wasn’t already illegal????

  • AB204, AB1797 AND AB1850 RECOGNIZE THE BLACK ABALONE; THE DUNGENESS CRAB; AND THE BANANA SLUG to the state’s 44 official symbols. Holy God!!!!  Who comes up with this stuff? And we pay these people??? Newsom in signing the bills stated, “it’s time we celebrated our less cuddly friends before they get too crabby.” “The Dungeness crab, the banana slug and the black abalone each bring much to our state and are well deserving of this recognition.”

  • SB1053. BAN PLASTIC BAGS. Effective Jan 1, 2026, customers would have to use paper or reusable bags. (Does this mean Californians can’t buy plastic bags on Amazon?)

  • AB2839: REQUIRES POLITICAL CLAIMS TO DISCLOSE USE OF AI IN ADVERTISING. This is the “no jokes are allowed” (because we are so stupid we can’t tell the difference between what’s real and what’s parody). This law has been put on hold by a Federal Judge (although it was to take effect immediately). Free Speech – the first amendment – you know that thing???

VETOED:
  • SB227 JOBLESS AID TO ILLEGAL ALIENS (Unemployment benefits). Newsom vetoed it because it set impractical timelines, has operational issues and requires funding that was not included in the budget. (Noted:  He did not veto because he thinks American Citizens should be the only ones collecting unemployment benefits).

  • AB2442:  EXPEDITE GENDER-AFFIRMING CARE LICENSES:  Vetoed

CALIFORNIA UPDATES

  • NEWSOM GAS PRICE PLAN. Newsom called a special session to consider his “gas price plan.”  This passed the assembly, and the senate leader agrees to consider. Assembly Bill X2-1 would require oil refineries to maintain additional inventory that they can draw from during maintenance periods to sustain a steady supply for drivers. California Republican legislators rightly argue that increasing regulations could chase refiners out of the state altogether. Gallagher said, “The truth is the government is the one who’s gouging us.”  He urged his colleagues to instead suspend the state gas tax. In response, Chevron wrote a letter to Newsom and California legislators with LOGIC and refuting Newsom’s claims. You can find a copy here: https://x.com/cartel_cal/status/1844021218850361401?s=12&t=3jsa9bk-OlJmoYzxxlYA4w

  • STATE BLOCK GRANT TO SACRAMENTO COUNTY. This program guarantees payments of $725 to select families. Aside from income qualification, the children cannot be white. How is this constitutional?

  • IVF TREATMENT NOW TO BE COVERED BY INSURANCE (TO INCLUDE LGBTQ).

  • BAN OR RESTRICT SMARTPHONES IN SCHOOL:  Bipartisan bill signed into law to ban or limit the use of smartphones in school. California with 5.9 million public school students.

  • THE CALIFORNIA COASTAL COMMISSION. This week, the commission rejected a request from the Air Force for additional rocket launches by Elon Musk’s SPACEX from Vandenberg Air Force Base. It’s not because they are not needed, but because “Musk has aggressively injected himself into the presidential race.” More from Jonathon Turley: https://thehill.com/opinion/campaign/4929669-elon-musk-renounces-rocket-man/.  A couple of questions.... why does the Air Force have to get permission from the California Coastal Commission?  And why do a bunch of democrat APPOINTED (not elected) regulators have so much power over California and the security of our country?

SAN DIEGO COUNTY NEWS

  • 2ND ANNUAL DRAG MARCH FOR TRANS RIGHTS. I missed both the first and second – and didn’t even know this existed. However, Scott Peters CA-50 (running against Pete Bono), had a blast and reminds us that we “must elect Democrats who will stand with our transgender and nonbinary community and ensure they have the right to live authentically.”

POLITICAL BITS & PIECES

  • CHRISTIANS ARE NOT VOTING! According to survey data by George Barna, only 51% of “people of faith” plan to vote this November. Translation: 41 Million Born Again Christians WILL NOT VOTE. AND 32 Million mainline Christians WILL NOT VOTE. This is a five-alarm fire! The local churches must be activated to explain WHY voting is critical Christians are about to hand the White House to Kamala Harris.

  • NATIONAL INSTITUTES OF HEALTH HAS GIVEN $3.7M TO Rutgers and Michigan State to explore effects of “structural racism” on aging. (This money would be put to better use in Western North Carolina)

  • SAVE ACT. Would have prevented illegal aliens from voting in our federal elections. SO, a bill that requires you to be an American to vote is Anti-American according to the Democrats. Safe to assume that they WANT illegal aliens to vote (and proof is popping up all over that Democrats are facilitating just that).

  • KAMALA HARRIS, IN CHARGE OF THE $42 BILLION BROADBAND PLAN (which failed to connect a SINGLE PERSON, HOME OR BUSINESS to the internet in three years. Elon Musk was part of this project (until they Biden-Harris got mad at him). StarLink would have provide internet at $1,300 per location. Latest rumor is that the new plan is to move to $100K/location, however nothing has been accomplished.

  • DEVASTATION FROM HURRICANE HELENE AND MILTON. Based on reports from the ground and volunteers, FEMA was indeed slow to react. Kamala Harris dipped into the fray, announcing that those affected could apply for $750 in immediate assistance (if they have electricity and internet??). Concurrently, the head of HHS, Mayorkas announced there would need to be more money from Congress for FEMA’s hurricane relief efforts. So where do all our federal tax dollars go?

So far this year, the United States has given:

  • $24,400,000,000 to Ukraine

  • $11,300,000,000 to Israel

  • $1,950,000,000 to Ethiopia

  • $1,600,000,000 to Jordan

  • $1,400,000,000 to Egypt

  • $1,100,000,000 to Afghanistan

  • $1,100,000,000 to Somalia

  • $987,000,000 to Congo

  • $896,000,000 to Syria

  • $9,000 per illegal immigrant that has entered the U.S.

And Americans who have lost everything to Hurricane Helene will be getting $750, courtesy of FEMA.
