CALIFORNIA LEGISLATIVE UPDATE

The California Legislative session began December 2, 2024, with the deadline for new bills to be introduced by February 21, 2025. Legislators can also use “Placeholder” bills, to ensure they meet the deadline, despite not providing specifics. June 6 was the deadline when bills must pass through at least one house. Results are still pending on which ones made it through (per Legiscan and Grok).

AB 1146 WATER INFRASTRUCTURE: DAMS & RESERVOIRS: WATER RELEASE: FALSE PRETENSES. Regulation and supervision of dams and reservoirs is done exclusively by the state. This bill prohibits the release of stored water if the release is done under false pretenses which knowingly, designedly and intentionally under false or fraudulent representation as to the purpose and intended use of the water (strictly controlled by the State Water Resources Control Board). Civil penalties are up to $10,000/day, including from the United States government. I read this as a block for Trump to ever authorize release water to the farmers in the central valley. Wouldn’t want to embarrass the state or Governor again for withholding water unnecessarily.

SB 627 NO SECRET POLICE ACT. Introduced by our infamous Scott Weiner. This is to ban local/state/federal law enforcement from covering their faces when interacting with the public. The purpose of masking ICE agents is to protect their identity from doxing, threatening their lives and families. Harmeet Dhillon (our new DOJ head of Civil Rights) has informed Scott that California cannot regulate what federal law enforcement wears.

LOS ANGELES RIOTS: The riots continue in Los Angeles, raging against federal illegal immigration enforcement. Escalation of property destruction, looting, car burning, assault of federal officials has been fueled by our Democrat officials, including Karen Bass (mayor); Gavin Newsom; Adam Schiff, LA Councilmen. While the vast majority of U.S. citizens overwhelmingly want the illegal aliens out of the country, Newsom is on “X” non-stop blaming the anarchy on Trump. There was a huge turn-out through-out the country for “No Kings Day” (including in San Diego). By and large they were peaceful (except in LA), but with a non-sensical message.

NEWSOM SUING TRUMP AND DEPT OF DEFENSE for sending in the National Guard. Another day, another lawsuit (that we pay for) against the Trump Administration. Update: One judge ruled in favor of Newsom and 3 hours later, 3 judges stayed the decision. Scheduled for hearing on Thursday. More waste of taxpayer dollars on lawsuits.

NEWSOM THREATENS WITHHOLDING CALIFORNIA TAXPAYERS’ FEDERAL FUNDS. Of course this is absurd. Taxpayers pay directly to the Federal Government and are subject to fines, penalties or incarceration if not paid.

NEWSOM ANNOUNCES LIFESAVING HEAT-RANKING TOOL: CALHEATSCORE (and “groundbreaking – first of its kind – ever!!). The tool you never knew you needed. The State of California will let you know 5 different levels of heat, because perhaps you can’t tell when you are hot or really hot. Supposed to be REALLY HOT this summer because of Climate Change and it is Trump’s fault.

GAS PRICES: Per Brian Jones, On July 1, CA drivers will get hit twice. State gas taxes will increase to 61.2 cents/gallon and Newsom’s 5 cent gas price hike will take effect. NEWSOM INVESTS $32 MILLION TO HELP COMMUNITIES COMBAT EXTREME HEAT (Actually YOU taxpayers are “investing” $32 million). These funds are issued through grants to various communities (particularly the “underserved”). Look for Tree Canopies, Water Fountains, Educational Programs and solar-powered air conditioning homes for vulnerable community members. Follow the money.

PACIFIC COAST HIGHWAY RE-OPENS AFTER LA FIRE DEBRIS REMOVAL (just before Memorial Day). Newsom bragged about this huge accomplishment that “only took” 5 months. His quote, “In California, we get stuff done – period.”

FUNDING THE RIOTS: There are a number of groups funding the riots/anarchists in LA. One of which is CHIRLA. The State of California has provided them more than $34 Million during the fiscal year ending June 2023 – and the current budget continues to fund them. California provides 96% of their funds. We get to pay to have our cities burned and trashed. And if that wasn’t enough, we are funding Immigration Welcome Centers with a café and free health care. NEW FEDERAL DATA REVEALS CALIFORNIA HAS LOST OVER 36,000 FAST FOOD JOBS SINCE $20 MINIMUM WAGE LAW. Kudos to our Super-Majority Dems and Gavin Newsom. Real People lost jobs, livelihoods and opportunities.

U.S. ATTORNEY BILL ESSAYLL (Former California Assembly) warns the South Coast Air Quality Management District that if it bans gas water heaters and furnaces, “we’ll see you in court.” The law is clear – feds set energy policy, not unelected climate bureaucrats.

CALIFORNIA BUDGET. James Gallagher says the new budget spends only $100 million to prevent wildfires and $1 Billion on the High-Speed Rail to nowhere. The federal government will no longer fund (and hopes to claw back funds), but Newsom isn’t giving up the grift with YOUR tax dollars.

ETHNIC STUDIES REQUIREMENT FOR HIGH SCHOOL GRADUATION. AB101 makes it a law that public education MUST provide this anti-American course study for graduation. There seems to be a bit of a problem though – the state has yet to fund this. The state is happy to determine what is in the course study, but with the huge budget deficits (that continue to climb), it will be interesting to see how this pans out. In the meantime, San Dieguito Union High School District’s brilliant idea is to include the course in with 9th Grade English. No explanation as to how that works out. Some schools currently have this as an elective but do not see many students wanting to sign up for more brainwashing. (Update provided in the Rancho Santa Fe Review).

THE SOARING COSTS TO CALIFORNIANS OF “GOING GREEN.” The paper, “The Cost of Going Green,” provides a comprehensive analysis of the economic burden placed on Californians by the state’s forthcoming green energy requirements. SAN DIEGO COUNTY IS REMOVING 360,115 INACTIVE AND INELIGIBLE VOTERS. 109,000 pending and ongoing removals. Could San Diego potentially flip Red? In which case, we just need to get out the vote! However, this appears to be a forced response and still needs to be followed through FOIA requests. We owe our thanks to Judicial Watch!!

SAN DIEGO CITY COUNCIL PROCLAIMED JUNE 2025 AS MIGRAINE AND HEADACHE AWARENESS MONTH. Raising Awareness, supporting research and advocating for EQUITABLE, timely and affordable care for all affected. Celebrate Pride Month along with Migraine and Headache Awareness month together. Is there enough liquor for all these celebrations?? Or will I get a Migraine after celebrating Pride Month?

AMBULANCE SERVICE. For 5 consecutive years, San Diego has raised the fees patients pay for ambulance service. San Diego contracts with two companies to provide the service and are considering bringing it “in-house” with city and county personnel (because government is ALWAYS more efficient and cost-effective). In the interim, the Supervisors tell us not to worry because insurance will cover the costs. Do they know who pays for insurance? The current rate is $3,151 and is scheduled to increase to $3,717.

FEDERAL APPEALS COURT RULES SAN DIEGO’S YOGA BAN IS UNCONSTITUTIONAL. Per the SD Union Tribune, the ruling says city officials have failed to show how the classes threaten public safety or prevent enjoyment of the city’s shoreline parks. Classes must be allowed to resume immediately. Now, can we discuss this whole, “NO KINGS” thing again?

U.S. HOUSE PASSES BILL PREVENTING NONCITIENS FROM RECEIVING TAXPAYER-FUNDED SBA LOANS. 190 Democrats voted against this bill, including all of our democrat reps in San Diego County.

EV MANDATE FOR CARS & TRUCKS ELIMINATED. Trump signed three Congressional Review Act resolutions (passed by the House and reaffirmed by the Senate), rolling back a trio of California’s rules at a White House signing ceremony, delivering on his Day 1 executive order to quickly roll back electric vehicle mandates around the country. In response, California and 11 other lefty states are suing. Newsom signed an “Executive Order” doubling down on advancing his “green” initiatives. Did you vote to go all electric? No, this was mandated in a King-like fashion. Maybe California has a King?

“THE AMERICAN MIRACLE” MOVIE. This was shown in theaters for only 3 days but tells the story of the founding of America and God’s hand in our founding. DVDs are available for pre-order and will begin shipping July 9. I’ve ordered a copy that I’ll share when it arrives (and after I’ve shared with my grandchildren).

CALIFORNIA VOTER ID. Starting on October 1, 2025, the CA election officials will clear Reform California to begin collecting signatures on official petitions.

Per Paula Whitsell, Still working on finding candidates. Not enough to say you have “grassroots” support. Need to have $250,000 banked and be able to raise $2 Million minimum to fund a campaign. Is this just to get through the primary? What about a General? Hard to fight against Scott Peters and Sara Jacobs bank rolls.

KC Crosbie is the new Co-Chair of the Republican National Committee. She is putting together a postcard mailing plan. She specifically mentioned working with the Women’s Federated Group, so need to ensure that all Women Republican Groups are included in this roll-out. 2025 campaigns will target New Jersey (and potentially another state).
